Efforts to address the long-pending rehabilitation and housing needs of slum dwellers in the Panvel Municipal Corporation (PMC) area have gained momentum, with a key meeting held at Mantralaya to explore arrangements for temporary accommodation during the redevelopment process.
The meeting was held following the demand and follow-up by BJP Maharashtra Pradesh Secretary and MLA Prashant Thakur, who has been pursuing the rehabilitation of slum settlements in Panvel under the Pradhan Mantri Awas Yojana (PMAY).
The proposal to rehabilitate slum settlements in Panvel city under the housing scheme has already received government approval. The focus has now shifted towards taking the proposal towards implementation, including ensuring that existing residents have safe temporary accommodation while redevelopment is underway.
The meeting was chaired by Lokesh Chandra, Additional Chief Secretary to the Chief Minister’s Office. MLAs Prashant Thakur and Mahesh Baldi, CIDCO Managing Director Ashwin Mudgal, CIDCO Joint Managing Director Shantanu Goyal, Panvel Municipal Commissioner Mangesh Chitale and officials from the concerned departments were present.
The meeting is being viewed as an important step in efforts that have been underway for several years to make Panvel city slum-free while ensuring rehabilitation of existing residents.
Temporary accommodation emerges as key challenge
Panvel’s rapid expansion, population growth and the development of major infrastructure projects have made the redevelopment of existing slum settlements an increasingly important issue.
Under the PMAY proposal, slum residents are to be rehabilitated through planned development and provided with permanent, secure housing. With government approval already in place, preparations are now underway to implement the rehabilitation process in phases.
However, one of the key challenges in slum redevelopment is the need to provide existing residents with safe accommodation during the transition period. Residents may have to vacate their existing homes while redevelopment takes place, making temporary housing an essential component of the process.
Against this backdrop, the meeting examined whether homes available under the MMRDA Rental Housing Scheme in the Panvel Municipal Corporation area could be utilised to accommodate slum residents temporarily during redevelopment.
The authorities discussed the available options and examined the feasibility of using these homes so that residents are not left without shelter during the transition.
MMRDA rental homes and CIDCO proposal discussed
The meeting also discussed a proposal under which homes constructed under the MMRDA Rental Housing Scheme would be handed over to CIDCO. In return, the proposal envisages providing infrastructure facilities to the housing complexes concerned.
However, this arrangement has not yet been implemented.
Against this backdrop, a demand was made for the available homes to instead be made available to the Panvel Municipal Corporation for use in connection with slum rehabilitation. The concerned authorities examined the available options, with detailed discussions focusing on the extent to which these homes could provide the temporary accommodation required during the redevelopment process.
The objective is to ensure that slum residents do not face displacement without an alternative during redevelopment and that a safe temporary housing arrangement is established before the rehabilitation process advances.
Prashant Thakur has been pursuing rehabilitation issue
MLA Prashant Thakur has been pursuing the rehabilitation of Panvel’s slum residents for several years, seeking their resettlement under the Pradhan Mantri Awas Yojana and the provision of permanent homes.
He has taken up the issue at various levels of the state government, with the objective of ensuring that slum dwellers receive secure and permanent housing while Panvel’s planned development, infrastructure projects, roads and redevelopment works continue to progress.
The latest meeting at Mantralaya has therefore provided another avenue for examining the practical requirements of the rehabilitation process, particularly temporary accommodation for existing residents.
If a workable arrangement is finalised, it could provide relief to slum residents who would otherwise face uncertainty over housing during the redevelopment period.
‘Working to ensure safe and permanent housing’
Speaking on the issue, MLA Prashant Thakur said:
“We are making the necessary follow-up at the government level to ensure that slum dwellers get rightful and safe accommodation and that the issue is resolved positively, while also giving impetus to Panvel’s planned development.”
The discussions at Mantralaya are expected to help determine the next steps regarding the availability and utilisation of rental housing units for temporary rehabilitation, alongside the broader implementation of the approved slum rehabilitation proposal under PMAY.
